Casinos in the UAE : What Impact on Dubai Investment?

The arrival of the United Arab Emirates' first legal casino marks a turning point for the country's entire tourism and real estate ecosystem — Dubai included. Led by Wynn Resorts in Ras Al Khaimah, this $5.1 billion project is reshaping international investor expectations across the region, with tangible effects on real estate, hospitality and business opportunities in Dubai.

This report reviews the real state of the UAE's gaming market, the regulatory framework now in place, and the economic consequences investors based in or interested in Dubai should anticipate.

The UAE's first casino: where things actually stand

Contrary to some 2022-era announcements, the UAE's first legal casino is not being built in Dubai but in Ras Al Khaimah, roughly a 45-minute drive away. The Wynn Al Marjan Island project, developed by Wynn Resorts in partnership with developer Marjan and RAK Hospitality Holding, received the UAE's very first commercial gaming operator licence from the General Commercial Gaming Regulatory Authority (GCGRA), the federal regulator created in 2023, in October 2024. The resort will feature more than 1,500 rooms and suites, 22 restaurants and a 225,000-square-foot casino floor — larger than the gaming floor at Wynn Las Vegas.

The opening, originally hoped has been pushed to early 2027 due to regional tensions and Gulf shipping delays. Construction has resumed and the structural work is now largely complete, with interior fit-out currently underway.

The regulatory framework: how the GCGRA oversees gaming in the UAE

The creation of the GCGRA marked a major shift: the UAE now has a single federal regulator for the gaming sector, empowered to issue five categories of licence: gaming operators (casinos, online gaming, sports betting, lotteries), gaming-related vendors, key persons, and gaming employees, split across two qualification tiers.

The regulator has deliberately taken a phased, cautious approach. To date, Wynn Al Marjan Island is the only licensed land-based casino operator, alongside one national lottery operator. The sports-betting and online-gaming categories remain almost entirely unlicensed, signalling a clear intent to control the pace of market opening rather than replicate a Las Vegas- or Macau-style rollout.

🔎 Key regulatory takeaways

The GCGRA was created in 2023 as the UAE's single federal regulator for commercial gaming.

Only one land-based casino licence has been issued so far, to Wynn Al Marjan Island (Ras Al Khaimah).

Each emirate could eventually host a GCGRA-licensed casino operator — Sharjah, however, has stated it will not issue one.

The regulator has said it intends to "take its time" before granting further licences, prioritising a rigorous framework aligned with international standards.

Will Dubai ever get its own casino?

The question remains open. MGM Resorts has publicly expressed interest in the UAE market and is exploring several entry options, though no licence has been granted to it to date. According to several industry analysts, Abu Dhabi and Dubai are among the most frequently cited candidates for a second integrated resort, once Wynn Al Marjan Island has proven the viability of the UAE's regulatory model.

Industry observers estimate the UAE market could eventually support up to four integrated resorts with casinos, generating between $3 billion and $5 billion in annual gaming revenue — potentially placing the UAE fourth globally, behind Macau, Nevada and Singapore. This scenario, however, remains contingent on the award of further licences, for which no timeline has yet been set.

What is the real impact on Dubai real estate and tourism?

Even without a casino of its own, Dubai directly benefits from the momentum created by this new regional tourism segment. Several effects are already measurable or anticipated by industry professionals:

  • Higher regional footfall: Ras Al Khaimah, under 50 miles from Dubai International Airport, captures part of its international visitor base through the emirate's air hubs.
  • Real estate appreciation: land prices on Al Marjan Island have nearly tripled since 2021 — a positive signal for real estate investors across the Dubai–Ras Al Khaimah corridor.
  • Hospitality spillover: several international brands (JW Marriott, Fairmont, Nikki Beach) have announced projects in the area, deepening the regional tourism offering for which Dubai remains the logistics gateway.
  • Diversification of the UAE's tourism image, strengthening the destination's overall appeal for hospitality and leisure investors based in Dubai.

What investment opportunities exist for foreign entrepreneurs?

This regional momentum opens concrete prospects for investors looking to position themselves in leisure-tourism-adjacent sectors: hospitality, food and beverage, event management, concierge services, high-value rental real estate, and advisory services for international operators entering the region.

Setting up a UAE structure remains, for these activities, an essential first step — in particular through a Free Zone company in Dubai, which lets you invoice international clients while keeping a strategic foothold in the region.

Frequently asked questions about UAE casinos and Dubai investment

Is there already a casino in Dubai ?

No. The UAE's only licensed casino, Wynn Al Marjan Island, is located in Ras Al Khaimah, about 45 minutes from Dubai. It is expected to open in early 2027.

Could Dubai get its own casino licence?

This is a scenario raised by several industry analysts, with Dubai and Abu Dhabi often cited as candidates for a second licence, but no official decision has been announced by the GCGRA to date.

What is the impact of this project on regional real estate?

Land prices around the project have risen sharply since it was announced, and several international hotel groups have launched related developments — a favourable signal for real estate investors along the Dubai–Ras Al Khaimah corridor.

Will MGM Resorts open a casino in the UAE?

MGM has expressed interest and is exploring several options, but has not been granted a licence by the GCGRA to date; the regulator has said it intends to proceed cautiously.

How can a foreign investor benefit from this trend without investing in gaming itself?

By positioning in adjacent sectors — hospitality, food and beverage, rental real estate, advisory — through a company set up in Dubai, the region's logistics and financial hub.

Summary

The rise of the UAE gaming sector, led by Wynn Al Marjan Island, does not turn Dubai into a casino destination, but it does reinforce the city's position as the region's hub for tourism, hospitality and real estate investment. For investors, the opportunity is not to bet on gaming itself, but to capture the growth of the sectors that benefit indirectly.
